I’m not sure why the ARRL think that they can push this through this time when they were unsuccessful last time, and when, as noted below, “The parties to the ARRL-arranged talks declined to forward to the FCC joint recommendations on which conditional agreement had been reached.” Do they think that the opponents are just going to give up?
