The National Institute of Standards and Technology’s (NIST) Office of Weights and Measures and NOAA’s National Geodetic Survey (NGS) have co-issued a Federal Register notice (FRN) to retire the U.S. Survey Foot after 2022. We are soliciting public comment to ensure that this change is made in an orderly fashion with minimal disruption.

In sports, when a team is “playing down to its competition” it means that they they don’t play as well as they could when they are playing poor competition. This can sometimes result in a loss to an inferior team.
While not exactly the same, I notice a similar phenomenon when I’m operating CW. Sometimes, when I’m in contact with a poor operator, I find myself making more mistakes than I normally would. Do any of you do this, too?
