Ofcom updates and SCC NoVs

Following Ofcom’s recent implementation of Phases 2 and 3 of the amateur radio licence review, it has updated its main guidance document. Please ensure you use the October 2025 edition so that you are using the latest information.

Ofcom has also clarified to the RSGB that if you hold a Special Contest Callsign NoV and you change your individual or club callsign, the SCC NoV is still valid. This is because your Full Amateur Radio Licence reference number has not changed.

If you do hold an SCC NoV and you have changed your individual or club call sign, please send an email to scc@rsgb.org.uk stating your old call sign, your new call sign and your SCC, so the RSGB Contest Support Committee Chair Ian Pawson, G0FCT can update the issued SCC list.

FCC Denies Approval of 4 Chinese-Owned Electronics Labs

In the US, the FCC has continued its actions against foreign-owned laboratories that test imported electronics for sale and use in the country.

Four foreign-controlled testing laboratories that evaluate electronics imported for use in the United States have been denied recognition by the Federal Communications Commission.

Just days before the shutdown that affected much of the US government, including the FCC, the commission announced that the four laboratories, like the 11 the commission denied in early September, were controlled by Chinese interests. That makes for a total of 15 such labs rejected so far by the FCC's Office of Engineering and Technology, as part of the administration's goal to give US-owned companies the responsibility of certifying electronics for import and sale in the US. All approved equipment must demonstrate that it is not a threat to US national security and must comply with FCC standards.

This move is the latest following the commission's adoption in May of the order. At the time the order was announced, the FCC disclosed that about 75 percent of all electronics sold in the US are being tested by Chinese labs.

There is a lot at stake as lawmakers consider, once again, the Amateur Radio Emergency Preparedness Act.

Momentum has been gathering among amateur radio clubs, advocates and influencers to muster vocal support for two measures that would remove restrictions placed on ham radio antennas by a growing number of homeowner associations around the US. At the helm of the grassroots campaign is the ARRL, the national amateur radio association, which formally kicked off the nationwide push on the 17th of September to bolster the chances of passage - at long last - this year.
